What's the purpose of this site?

Why is the Department of Health and Human Services providing this resource?
Clear and effective online communication to a wide audience is a critical element in the overall communications strategy of the Department of Health and Human Services, these guidelines were developed specifically to assist HHS Web managers, designers, and authors improve their overall design efforts and to help them base their decisions on evidence-based approaches. However, since the general principles of good design and usability are applicable to anyone who works with information Web sites, we decided to make our guidelines available to other federal agencies and to the general public.
Who is this site designed for?
This site is designed for anyone involved in Web design, management, authoring, or oversight. The guidelines apply to primarily information and search-oriented Web sites, but could apply across the spectrum of design goals.
